I would recommend that you ask the neighbor nicely to refrain from honking the horn. If they are uncooperative, you should let them know that honking a car horn is illegal in Medford, except as a danger warning.

If they are still uncooperative, you could file a complaint with the police, and you could take them to court. You would need witnesses, and evidence (shouldn't be too hard to videotape a few examples)... but we would both hope that it wouldn't have to come to that.
It is amazing how inconsiderate some people can be these days. You would think that it would be obvious to anyone that honking a car horn is rude and inconsiderate, not to mention lazy. With a cell phone, you could just call the person and let them know you are outside waiting. Or you could park the car and walk your lazy butt up to the front door and knock. But we wouldn't want to inconvenience this person, would we?
